BACKGROUND

No legislative reports have ever been filed with the secretary of
state.

PURPOSE

As proposed, S.B. 1182 repeals a requirement that legislative
reports be filed with the secretary of state.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Repealer:  Section 2052.001, Government Code (Filing and
Printing of Report).

SECTION 2. Effective date: September 1, 1995.

SECTION 3. Emergency clause.

SUMMARY OF COMMITTEE ACTION

SB 1182 was considered by the Committee on State Affairs in a
public hearing on May 9, 1995.  The Chair laid out SB 1182.  SB
