BILL ANALYSIS S.B. 1336 By: Moncrief Health and Human Services 4-27-95 Committee Report (Unamended) BACKGROUND The U.S. Congress may change the method of funding for the Older American Act programs, which are administered through the Texas Department on Aging. Current law prohibits the department from receiving block grant funds. PURPOSE As proposed, S.B. 1336 expands the definition of "agency" to include the Texas Department on Aging or any other state agency designated to receive block grant funds. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2105.001(1), Government Code, to redefine "agency" to include the Texas Department on Aging or any other state agency designated to receive block grant funds. Makes nonsubstantive changes. SECTION 2. Emergency clause. Effective date: upon passage.
