BILL ANALYSIS

S.B. 1390
By: Rosson (Oakley)
May 18, 1995
Committee Report (Unamended)

BACKGROUND

Section 19 (Fees for license), Article 6687b (V.T.C.S.),
establishes fees for all driver license transactions. Currently,
the fees for Class M Licenses (motorcycle) are $16 for the original
license, and $21 for a renewal. The additional $5 for a renewal is
deposited in the motorcycle education fund.

PURPOSE

S.B. 1390 would require a $5.00 fee to be collected on all
transactions (except duplicates) involving a Class M Driver License
and deposited in the motorcycle education fund.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 19(a)(2), Chapter 173 (Article 6687b,
V.T.C.S.), by specifying that all Class M License
transactions (except for duplicate licenses), shall
collect an additional $5.00 to be deposited in the
motorcycle education fund in the state treasury. Also
deletes redundant references to the costs of Class M
           Licenses.

SECTION 2. Repeals Subsection (c), Section 19, Chapter 173 (Article
           6687b V.T.C.S.)

SECTION 3. Emergency Clause.
