BILL ANALYSIS S.B. 1390 By: Rosson (Oakley) May 18, 1995 Committee Report (Unamended) BACKGROUND Section 19 (Fees for license), Article 6687b (V.T.C.S.), establishes fees for all driver license transactions. Currently, the fees for Class M Licenses (motorcycle) are $16 for the original license, and $21 for a renewal. The additional $5 for a renewal is deposited in the motorcycle education fund. PURPOSE S.B. 1390 would require a $5.00 fee to be collected on all transactions (except duplicates) involving a Class M Driver License and deposited in the motorcycle education fund. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 19(a)(2), Chapter 173 (Article 6687b, V.T.C.S.), by specifying that all Class M License transactions (except for duplicate licenses), shall collect an additional $5.00 to be deposited in the motorcycle education fund in the state treasury. Also deletes redundant references to the costs of Class M Licenses. SECTION 2. Repeals Subsection (c), Section 19, Chapter 173 (Article 6687b V.T.C.S.) SECTION 3. Emergency Clause. SUMMARY OF COMMITTEE ACTION Pursuant to an announcement on the House floor, the committee met in a formal meeting on May 17, 1995. The chair laid out S.B. 1390. By a record vote of 7 ayes, 0 nays, 0 present not voting and 4 absent, the committee voted to report S.B. 1390 to the House without amendment with the recommendation that it do pass.
