                                       Committee Report (Amended)
BACKGROUND

Texas has an extremely successful motorcycle education program that
is administered by the Texas Department of Public Safety and funded
by a $5 fee on motorcycle license (Class M license) renewals.
However, demand for this motorcycle safety training is growing much
more quickly than revenues from license renewals. In addition, the
current law dedication of the Class M license renewal fees for
motorcycle education purposes will end on September 1, 1995.

PURPOSE

As proposed, S.B. 1390 requires the Texas Department of Public
Safety to collect an additional $5 fee to be deposited in the
motorcycle education fund for certain driver license transactions
involving a Class M license.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
