BILL ANALYSIS S.B. 1632 By: Truan Intergovernmental Relations 4-18-95 Committee Report (Unamended) BACKGROUND Under current law, only the governing boards of navigation districts containing cities with populations over 375,000 can exchange land for the purposes and development of the navigation district when the majority of the board deems it necessary. PURPOSE As proposed, S.B. 1632 grants certain powers to the governing board of a navigation district within which a city with a population of 250,000 is located. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1, Article 8247f, V.T.C.S., grants the governing board of any navigation district created under the laws of this state and having within its limits a city containing a population of 250,000, rather than 375,000, or more the right, power, and authority to exercise certain actions in the interest of the navigation district. SECTION 2. Emergency clause. Effective date: upon passage.
