BACKGROUND
Tarrant County Water Control and Improvement District No. 1
(district) was created by the 
Tarrant County Commissioners Court pursuant to the predecessor
statute to Chapter 51 of the Texas Water Code. The district shares
characteristics of both a special law district and a general law
district. Unlike general law Water Control and Improvement
Districts (WCID) and even other special law WCIDs, Article 8280-207a, V.T.C.S., governs the district's ability to offer
compensation packages to its employees and officers for retirement,
disability, and death plans.

PURPOSE
As proposed, S.B. 1674 authorizes the board of directors of the
Tarrant County Water Control and Improvement District No. 1 to
provide certain benefits.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.

SECTION BY SECTION ANALYSIS
SECTION 1. Repealer: Chapter 352, Article 8280-207a, V.T.C.S.
(relating to the ability of the Tarrant County Water Control and
Improvement District No. 1 to offer compensation packages to its
employees and officers for retirement, disability, and death
plans).

SECTION 2. Authorizes any compensation or benefit plan offered by
the Tarrant County Water Control and Improvement District No. 1 on
the effective date of this Act to be continued under the authority
of general law.

SECTION 3. Emergency clause.
           Effective date: upon passage.

SUMMARY OF COMMITTEE ACTION
S.B.1674 was considered by the committee in a formal meeting on May
