BILL ANALYSIS S.B. 1681 By: Nelson (Pitts) May 17, 1995 Committee Report (Unamended) BACKGROUND The Buena Vista Bethel Water Special Use District, located west of Waxahachie, lost most of its customer base to condemnation for the construction of the superconducting super collider. The customer loss was made by water sales to the collider. The termination of the super collider project by the federal government has left the district with outstanding bonds and no customers. PURPOSE As proposed, S.B. 1681 includes a special utility district in the entities with which the Texas National Research Laboratory Commission may enter into a contract. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 465.008(b), Government Code, to include a special utility district as defined by Section 65.001, Water Code, in the entities with which the Texas National Research Laboratory Commission may enter into a contract. SECTION 2 Emergency clause. Immediate effect. SUMMARY OF COMMITTEE ACTION S.B. 1681 was considered by the committee in a formal meeting on May 17, 1995.
