Committee Report (Unamended)

BACKGROUND

The Buena Vista Bethel Water Special Use District, located west of
Waxahachie, lost most of its customer base to condemnation for the
construction of the superconducting super collider. The customer
loss was made by water sales to the collider. The termination of
the super collider project by the federal government has left the
district with outstanding bonds and no customers.

As proposed, S.B. 1681 includes a special utility district in the
entities with which the Texas National Research Laboratory
Commission may enter into a contract.
