Committee Report (Unamended)
BACKGROUND
South Texas Community College in McAllen was created during the
73rd Legislature. Under current law, the seven members who serve
on the board of trustees would all be required to run for election
at the same time when the college is confirmed.
PURPOSE
As proposed, S.B. 1692 sets forth certain periods for elections of
the members of the board of trustees of South Texas Community
College.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 130.0311, Education Code, by amending

follows:

confirmation of the college. Requires the members of the
initial board to draw lots to determine when their terms
expire in that event, as soon as practicable after the
confirmation election. Sets forth staggered expiration terms
for certain members of the board.
(m) Sets forth certain election dates for the members of the
board.
(n) Created from existing text.
(o) Redesignates existing Subsection (n).
SECTION 2. Emergency clause.
