BILL ANALYSIS S.B. 1701 By: Shapiro State Affairs 5-8-95 Committee Report (Unamended) BACKGROUND Several cities and chambers of commerce in the Dallas region, in addition to county commissioners courts in Dallas, Denton, and Collin counties, have adopted resolutions or expressed interest in naming a portion of State Highway 190 after President George Bush. PURPOSE As proposed, S.B. 1701 designates a portion of State Highway 190 as the President George Bush Highway. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Provides that State Highway 190 (highway) in Dallas, Collin, and Denton counties is designated as the President George Bush Highway. Provides that the designation is in addition to any other designation. SECTION 2. (a) Requires the Texas Department of Transportation (department) or, if the Texas Turnpike Authority (authority) assumes jurisdiction over the highway, the authority to design and construct markers to be placed along the highway indicating its designation as the President George Bush Highway. (b) Requires the markers to include the highway number and any other information that the department or authority determines is appropriate. (c) Requires markers to be erected at certain points. (d) Provides that the department or authority is responsible for repair and replacement of the markers and for maintenance of the grounds surrounding each marker. (e) Authorizes the department or authority to accept grants and donations to assist in financing the construction and maintenance of the markers. SECTION 3. Emergency clause. Effective date: upon passage.
