BILL ANALYSIS S.C.R. 56 By: Zaffirini/Moncrief (Berlanga) 05-04-95 Committee Report (Unamended) BACKGROUND In its report to the 74th Legislature, the Senate Health and Human Services Committee recommended that the current Vendor Drug Program, with additional cost containment measures to make the program even more efficient, be retained in the proposed Medicaid managed care system. Recent evaluations have concluded that the program has done a very good job in implementing a variety of prescription drug benefit management techniques. PURPOSE S.C.R. 56 directs the State Medicaid Office, in implementing Medicaid managed care, to continue to administer the prescription drug benefit under the state Vendor Drug Program, and to accelerate the implementation of computer-based rebate monitoring and prospective drug utilization review as effective revenue enhancement and cost containment measures. SUMMARY OF COMMITTEE ACTION S.C.R. 56 was considered by the Public Health Committee in a formal meeting on May 3, 1995. The resolution was reported favorably without amendement, with the recommendation that it do pass and be printed, by a record vote of 7 AYES, 0 NAYS, 0 PNV, and 2 ABSENT.
