                                     Committee Report (Unamended)
BACKGROUND

Currently, the Education Code does not provide a method for
citizens to petition to recall a member of a board of trustees of
a local school district.

PURPOSE

As proposed, S.J.R. 35 requires the submission to the voters of a
constitutional amendment authorizing elections for the recall of
school district trustees.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
