                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the provision of medical education programs by The
    1-3  University of Texas System in certain counties.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 74, Education Code, is amended by adding
    1-6  Subchapter L to read as follows:
    1-7             SUBCHAPTER L.  MEDICAL EDUCATIONAL PROGRAMS 
    1-8                         IN CERTAIN COUNTIES
    1-9        Sec. 74.701.  MEDICAL EDUCATIONAL PROGRAMS IN CERTAIN
   1-10  COUNTIES.  (a)  The board of regents of The University of Texas
   1-11  System may provide clinical, postgraduate, or other medical
   1-12  education programs in Brooks, Cameron, Hidalgo, Jim Hogg, Kenedy,
   1-13  Starr, or Willacy County.
   1-14        (b)  The board may execute and carry out affiliation,
   1-15  coordination, or other agreements with any institution of higher
   1-16  education or other legal entity as needed to conduct and operate
   1-17  medical education programs created under this section.
   1-18        (c)  The board may utilize the facilities and staffs of the
   1-19  medical and dental units of The University of Texas System in
   1-20  carrying out this section.
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
