                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to increasing the age limit used for considering an
    1-3  individual who is missing as a missing child.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Sections 79.001(1) and (2), Human Resources Code,
    1-6  are amended to read as follows:
    1-7              (1)  "Child" means a person under 18 <17> years of age.
    1-8              (2)  "Missing person" means a person 18 <17> years old
    1-9  or older whose disappearance is possibly not voluntary.
   1-10        SECTION 2.  (a)  The change in law made by this Act applies
   1-11  only to an individual for whom a missing child or missing person
   1-12  report, as that term is used by Chapter 79, Human Resources Code,
   1-13  is made on or after the effective date of this Act.
   1-14        (b)  An individual for whom a missing child or missing person
   1-15  report is made before the effective date of this Act is covered by
   1-16  the law in effect when the report was made, and the former law is
   1-17  continued in effect for that purpose.
   1-18        SECTION 3.  This Act takes effect September 1, 1995.
   1-19        SECTION 4.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
