                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the regulation of litter by certain counties.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 365.017(a), Health and Safety Code, is
    1-5  amended to read as follows:
    1-6        (a)  The commissioners court of a county with a population of
    1-7  100,000 <one million> or more may adopt regulations to control the
    1-8  disposal of litter and the removal of illegally dumped litter from
    1-9  private property in unincorporated areas of that county.
   1-10        SECTION 2.  The importance of this legislation and the
   1-11  crowded condition of the calendars in both houses create an
   1-12  emergency and an imperative public necessity that the
   1-13  constitutional rule requiring bills to be read on three several
   1-14  days in each house be suspended, and this rule is hereby suspended,
   1-15  and that this Act take effect and be in force from and after its
   1-16  passage, and it is so enacted.

   1-18        Amend H.B. 160 as follows:
   1-19        On page 1, lines 6 and 7 strike "with a population of 100,000
   1-20  <one million> or more" and substitute "<with a population of one
   1-21  million or more>"
