                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to instruction in human sexuality in public school
    1-3  classrooms.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter D, Chapter 21, Education Code, is
    1-6  amended by adding Section 21.104 to read as follows:
    1-7        Sec. 21.104.  HUMAN SEXUALITY INSTRUCTION.  Each school
    1-8  district shall provide, at appropriate grade levels as determined
    1-9  by the board of trustees of the district, instruction that
   1-10  abstinence from sexual activity outside of marriage is the only
   1-11  certain means of avoiding:
   1-12              (1)  out-of-wedlock pregnancy;
   1-13              (2)  sexually transmitted diseases, including acquired
   1-14  immune deficiency syndrome (AIDS) and human immunodeficiency virus
   1-15  infection (HIV); and
   1-16              (3)  other health problems associated with sexual
   1-17  activity.
   1-18        SECTION 2.  This Act applies beginning with the 1995-1996
   1-19  school year.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
