                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the date of the filing deadline for the general primary
    1-3  election.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 172.023, Election Code, is amended by
    1-6  amending Subsection (a) and adding Subsection (c) to read as
    1-7  follows:
    1-8        (a)  An application for a place on the general primary
    1-9  election ballot must be filed not later than 6 p.m. on January 10
   1-10  <2> in the primary election year unless the filing deadline is
   1-11  extended under Subchapter C.
   1-12        (c)  After consulting the state chairman of each political
   1-13  party making nominations by primary election, the secretary of
   1-14  state by rule shall make any necessary modifications to dates,
   1-15  deadlines, or time schemes prescribed by this code that are
   1-16  affected by the filing deadline prescribed by Subsection (a).
   1-17        SECTION 2.  This Act takes effect September 1, 1995.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
