                                 A BILL TO BE ENTITLED
    1-1 AN ACT
1-2 relating to assigning a unique identification number to an inmate
1-3 confined in the institutional division of the Texas Department of
    1-4 Criminal Justice.
1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-6 SECTION 1. Chapter 494, Government Code, is amended by
1-7 adding Section 494.015 to read as follows:
1-8 Sec. 494.015. INMATE IDENTIFICATION NUMBER. The
1-9 identification number assigned to an inmate by the institutional
1-10 division on the inmate's arrival is permanently assigned to that
1-11 inmate, and the division shall use that number to identify records
1-12 relating to that inmate obtained or maintained during the term of
1-13 imprisonment in which the number is initially assigned and any
1-14 subsequent term of imprisonment served by the inmate.
1-15 SECTION 2. This Act takes effect September 1, 1995.
1-16 SECTION 3. The importance of this legislation and the
1-17 crowded condition of the calendars in both houses create an
1-18 emergency and an imperative public necessity that the
1-19 constitutional rule requiring bills to be read on three several
1-20 days in each house be suspended, and this rule is hereby suspended.
