No. 305 1-2 (In the Senate - Received from the House March 22, 1995; 1-3 March 23, 1995, read first time and referred to Committee on 1-4 Intergovernmental Relations; April 5, 1995, reported favorably by 1-5 the following vote: Yeas 10, Nays 0; April 5, 1995, sent to 1-6 printer.) 1-7 A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to the authority of local governments to enter into 1-10 contracts with other governmental entities for purchases of goods 1-11 and services. 1-12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-13 SECTION 1. Section 791.025, Government Code, is amended to 1-14 read as follows: 1-15 Sec. 791.025. Contracts for Purchases. (a) A local 1-16 government may agree with another local government or with the 1-17 state or a state agency, including the State Purchasing and General 1-18 Services Commission, to purchase goods and services. 1-19 (b) A local government that purchases goods and services 1-20 under this section satisfies the requirement of the local 1-21 government to seek competitive bids for the purchase of the goods 1-22 and services. 1-23 SECTION 2. The importance of this legislation and the 1-24 crowded condition of the calendars in both houses create an 1-25 emergency and an imperative public necessity that the 1-26 constitutional rule requiring bills to be read on three several 1-27 days in each house be suspended, and this rule is hereby suspended, 1-28 and that this Act take effect and be in force from and after its 1-29 passage, and it is so enacted. 1-30 * * * * *
