By Munoz H.B. No. 328 74R2572 SMH-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to tuition for a resident of Mexico who registers at a 1-3 component of the Texas State Technical College System. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Sections 54.060(b) and (d), Education Code, are 1-6 amended to read as follows: 1-7 (b) The foreign student tuition fee prescribed in this 1-8 chapter does not apply to a foreign student who is a resident of a 1-9 nation situated adjacent to Texas, who registers in any general 1-10 academic teaching institution, as defined in Section 61.003(3) of 1-11 this code, or component of the Texas State Technical College System 1-12 in a county immediately adjacent to the nation in which the foreign 1-13 student resides, and, except as provided by this subsection, who 1-14 demonstrates a financial need after the financial resources of the 1-15 foreign student and the student's family are considered. The 1-16 foreign student described in this section shall pay tuition equal 1-17 to that charged Texas residents under Sections 54.051 and 54.0512 1-18 of this code. The coordinating board shall adopt rules governing 1-19 the determination of financial need of students under this 1-20 subsection and rules governing a pilot project to be established at 1-21 general academic teaching institutions and at components of the 1-22 Texas State Technical College System in counties that are not 1-23 immediately adjacent to the nation in which the foreign student 1-24 resides. 2-1 (d) The coordinating board shall adopt rules to determine 2-2 the number of students who may participate in the programs provided 2-3 by Subsections (b) and (c) of this section and the students who may 2-4 transfer from any general academic teaching institution or 2-5 component of the Texas State Technical College System in a county 2-6 immediately adjacent to the nation in which the foreign student 2-7 resides to attend a general academic teaching institution or 2-8 component of the Texas State Technical College System to complete a 2-9 degree, certificate, or diploma or to attend graduate school. 2-10 SECTION 2. This Act applies beginning with the fall semester 2-11 of 1995. 2-12 SECTION 3. The importance of this legislation and the 2-13 crowded condition of the calendars in both houses create an 2-14 emergency and an imperative public necessity that the 2-15 constitutional rule requiring bills to be read on three several 2-16 days in each house be suspended, and this rule is hereby suspended, 2-17 and that this Act take effect and be in force from and after its 2-18 passage, and it is so enacted.
