                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the state's official marine education center and
    1-3  calculating the average daily attendance of public school students
    1-4  who visit the center.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Subchapter Z, Chapter 21, Education Code, is
    1-7  amended by adding Section 21.940 to read as follows:
    1-8        Sec. 21.940.  OFFICIAL MARINE EDUCATION CENTER.  The marine
    1-9  education center in Palacios, Matagorda County, is the state's
   1-10  official marine education center.
   1-11        SECTION 2.  Section 16.006, Education Code, is amended by
   1-12  adding Subsection (e) to read as follows:
   1-13        (e)  For purposes of calculating average daily attendance
   1-14  under Subsection (a), for each school day that a student attends
   1-15  the state's official marine education center, as designated by
   1-16  Section 21.940, as part of a school group, a student who completes
   1-17  the course work required by the center is counted in the average
   1-18  daily attendance of:
   1-19              (1)  the district in which the center is located; and
   1-20              (2)  the district in which the student regularly
   1-21  attends school, if that district is not the district in which the
   1-22  center is located.
   1-23        SECTION 3.  This Act applies beginning with the 1995-1996
   1-24  school year.
    2-1        SECTION 4.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
