                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to billing for an assessment by certain municipalities for
    1-3  expenses incurred in relation to certain neglected property.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 342.007, Health and Safety Code, is
    1-6  amended by adding Subsection (h) to read as follows:
    1-7        (h)  A bill for an amount assessed under this section may be
    1-8  included on or with a bill for property taxes on the assessed
    1-9  property.  The inclusion of or failure to include a bill for the
   1-10  amount assessed with a bill for property taxes does not alter or
   1-11  affect the priority or date of attachment of the lien, if any, for
   1-12  the amount assessed.
   1-13        SECTION 2.  Subchapter A, Chapter 214, Local Government Code,
   1-14  is amended by adding Section 214.004 to read as follows:
   1-15        Sec. 214.004.  BILL FOR ASSESSMENT.  A bill for an amount
   1-16  assessed under this subchapter may be included on or with a bill
   1-17  for property taxes on the assessed property.  The inclusion of or
   1-18  failure to include a bill for the amount assessed with a bill for
   1-19  property taxes does not alter or affect the priority or date of
   1-20  attachment of the lien, if any, for the amount assessed.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
