                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the exemption from tuition of a resident student
    1-3  enrolled in the Southwest Collegiate Institute for the Deaf.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 54.205(a), Education Code, is amended by
    1-6  adding Subdivision (5) to read as follows:
    1-7              (5)  "Institution of higher education" has the meaning
    1-8  assigned by Section 61.003, except that the term includes the
    1-9  Southwest Collegiate Institute for the Deaf.
   1-10        SECTION 2.  Section 131.005(a), Education Code, is amended to
   1-11  read as follows:
   1-12        (a)  A Texas resident student enrolled in the institute
   1-13  <shall pay tuition at the rate provided by law for enrollment at
   1-14  Howard County Junior College and> is <not> exempt from tuition fees
   1-15  under Section 54.205 of this code.
   1-16        SECTION 3.  This Act applies beginning with the fall semester
   1-17  of 1995.
   1-18        SECTION 4.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
