                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the manufacture, distribution, conversion, or sale of
    1-3  emergency vehicles in this state.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter D, Texas Motor Vehicle Commission Code
    1-6  (Article 4413(36), Vernon's Texas Civil Statutes), is amended by
    1-7  adding Section 4.01A to read as follows:
    1-8        Sec. 4.01A.  EXEMPTION.  (a)  A dealer, manufacturer,
    1-9  distributor, converter, or representative in this state of an
   1-10  ambulance, fire truck, rescue vehicle, or other emergency vehicle
   1-11  is not:
   1-12              (1)  required to obtain from the commission a license
   1-13  to engage in that business in this state; or
   1-14              (2)  bound by a restriction in this Act on the conduct
   1-15  of that business.
   1-16        (b)  A person exempt from registration under Subsection (a)
   1-17  shall comply with all other safety requirements required by federal
   1-18  or state law before manufacturing, distributing, converting, or
   1-19  acting as a representative for an ambulance, fire truck, rescue
   1-20  vehicle, or other emergency vehicle in this state.
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
