                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to an increase in federal funding for chemical dependency
    1-3  treatment services.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Article 4413(502), Revised Statutes, is amended
    1-6  by adding Section 10A to read as follows:
    1-7        Sec. 10A.  FEDERAL FUNDING FOR CHEMICAL DEPENDENCY SERVICES.
    1-8  The commission shall coordinate with the Texas Commission on
    1-9  Alcohol and Drug Abuse and the Texas Department of Human Services
   1-10  to amend the eligibility requirements of the state's emergency
   1-11  assistance plan under Title IV-A, federal Social Security Act (42
   1-12  U.S.C. Section 601 et seq.), to include either a child or a
   1-13  significant adult in a child's family who needs chemical dependency
   1-14  treatment.
   1-15        SECTION 2.  The Texas Department on Alcohol and Drug Abuse
   1-16  shall continue to study the feasibility of amending the state's
   1-17  Medicaid plan to include chemical dependency treatment as an
   1-18  allowable service.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
