                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the requirement that an applicant for renewal of a
    1-3  driver's license complete a driving safety course.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 173, Acts of the 47th Legislature,
    1-6  Regular Session, 1941 (Article 6687b, Vernon's Texas Civil
    1-7  Statutes), is amended by adding Section 4D to read as follows:
    1-8        Sec. 4D.  COURSE REQUIRED FOR RENEWAL OF DRIVER'S LICENSE.
    1-9  The department may not issue a renewal of a driver's license to an
   1-10  applicant who has not successfully completed a driving safety
   1-11  course approved by the Central Education Agency under the Texas
   1-12  Driver and Traffic Safety Education Act (Article 4413(29c),
   1-13  Vernon's Texas Civil Statutes) within the four-year period
   1-14  preceding the date of the application.
   1-15        SECTION 2.  This Act takes effect September 1, 1995, and
   1-16  applies only to a person who applies for a renewal of the person's
   1-17  driver's license on or after that date.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
