    1-7                         A BILL TO BE ENTITLED
    1-8                                AN ACT
    1-9  relating to territory contained within the Jefferson County Water
   1-10  Control and Improvement District No. 10.
   1-11        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-12        SECTION 1.  Chapter 245, Acts of the 54th Legislature,
   1-13  Regular Session, 1955, is amended by adding Section 3A to read as
   1-14  follows:
   1-15        Sec. 3A.  TERRITORY NOT SUBJECT TO ANNEXATION.  Territory
   1-16  contained within the District may not be annexed, either in whole
   1-17  or part, by a municipality unless the annexation is approved by a
   1-18  majority of the voters voting in a single election called and held
   1-19  jointly in the municipality and the District for that purpose.
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
   1-25  and that this Act take effect and be in force from and after its
   1-26  passage, and it is so enacted.
