                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a referendum on whether certain municipalities should
    1-3  create a sports facility district.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  REFERENDUM BY CERTAIN MUNICIPALITIES.  At an
    1-6  election to be held November 7, 1995, the voters of a municipality
    1-7  with a population of more than 1.5 million shall be permitted to
    1-8  vote in a referendum to express their opinion on whether their
    1-9  municipality should create a sports facility district.
   1-10        SECTION 2.  BALLOT PROPOSITION.  The ballot shall be printed
   1-11  to permit voting for or against the proposition:  "Recommending
   1-12  that ___________ (name of municipality) create a sports facility
   1-13  district without raising sales or property taxes."
   1-14        SECTION 3.  FORM OF BALLOT.  The proposition shall be printed
   1-15  on the ballot under the heading:  "Referendum proposition."
   1-16  Beneath the heading shall be printed the following:  "This
   1-17  referendum is an expression of public opinion only and has no
   1-18  binding effect as law."
   1-19        SECTION 4.  ELECTION PROCEDURE.  The election shall be
   1-20  conducted in the same manner as an election on a proposition or
   1-21  measure in the municipality.
   1-22        SECTION 5.  EMERGENCY.  The importance of this legislation
   1-23  and the crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
