                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to permitting competitive hunting dog events on certain
    1-3  state-controlled property.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 62, Parks and Wildlife
    1-6  Code, is amended by adding Section 62.016 to read as follows:
    1-7        Sec. 62.016.  COMPETITIVE HUNTING DOG EVENTS.  The department
    1-8  may permit a person to hold or participate in a competitive hunting
    1-9  dog event, including a field trial, in an area controlled by the
   1-10  department and designated by the commission as a public hunting
   1-11  area if:
   1-12              (1)  a participant in the event is prohibited from:
   1-13                    (A)  using a firearm in the event; or
   1-14                    (B)  taking the wildlife that is the object of
   1-15  the event; and
   1-16              (2)  the event does not deter other persons from
   1-17  hunting during a designated hunting season.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
