                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to parental consent for certain public school district
    1-3  actions toward a student.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter Z, Chapter 21, Education Code, is
    1-6  amended by adding Section 21.940 to read as follows:
    1-7        Sec. 21.940.  MAKING A VIDEOTAPE OF, RECORDING THE VOICE OF,
    1-8  OR ADMINISTERING CORPORAL PUNISHMENT TO A STUDENT.  An employee of
    1-9  a school district must obtain the written consent of a student's
   1-10  parent or guardian before the employee may:
   1-11              (1)  make or authorize the making of a videotape of a
   1-12  student;
   1-13              (2)  record or authorize the recording of a student's
   1-14  voice; or
   1-15              (3)  administer or authorize the administration of
   1-16  corporal punishment to a student.
   1-17        SECTION 2.  This Act applies beginning with the 1995-1996
   1-18  school year.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
