                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the validation of a certain agreement between the
    1-3  Edwards Underground Water District, the Medina County Underground
    1-4  Water Conservation District, and the Uvalde County Underground
    1-5  Water Conservation District.
    1-6        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-7        SECTION 1.  The legislature finds that the certain agreement,
    1-8  known as the Edwards Aquifer Interlocal Contract, executed by the
    1-9  Edwards Underground Water District, the Medina County Underground
   1-10  Water Conservation District, and the Uvalde County Underground
   1-11  Water Conservation District on October 10, 1994, was within the
   1-12  legal authority of those bodies to make and validates and confirms
   1-13  the agreement in all respects as of the date the agreement was
   1-14  executed.  The agreement shall be treated as if it were duly
   1-15  authorized and accomplished in accordance with law.
   1-16        SECTION 2.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
