                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the elimination of the requirement of a license plate
    1-3  on the front of a motor vehicle.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 13, Chapter 88, General Laws, Acts of the
    1-6  41st legislature, 2nd Called Session, 1929 (Article 6675a-1 et
    1-7  seq., V.T.C.S.), is amended by adding Subsection (i) as follows:
    1-8        (i)  Notwithstanding anything in this Act to the contrary,
    1-9  the department shall issue only one original license plate for each
   1-10  motor vehicle registered under this Act.  The one license plate is
   1-11  required to be displayed at the rear of the vehicle.  In this Act,
   1-12  the terms "set of plates" and "plates" mean one license plate.
   1-13        SECTION 2.  This Act takes effect September 1, 1995.  An
   1-14  offense committed under Section 5 or 7, Chapter 3, Acts of the 43rd
   1-15  Legislature, 2nd called session, 1934 (Article 6675a-3e, V.T.C.S.),
   1-16  committed before the effective date of this act is governed by the
   1-17  law in effect for that purpose.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house by suspended, and this rule is hereby suspended.
