                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to reinstatement, purchase, and transfer of service credit
    1-3  between the Employees Retirement System of Texas and the Teacher
    1-4  Retirement System of Texas.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  (a)  Notwithstanding Section 30, Chapter 791,
    1-7  Acts of the 73rd Legislature, 1993, the provisions of Chapter 805,
    1-8  Government Code, apply to retirements and deaths that occur or
    1-9  occurred on or after June 18, 1993.
   1-10        (b)  A person receiving an annuity because of a retirement or
   1-11  death that occurred on or after June 18, 1993, but before August
   1-12  31, 1993, is entitled to reinstate, purchase, or transfer service
   1-13  credit under Chapter 805, Government Code, as if this Act had been
   1-14  in effect at the time of the retirement or death.
   1-15        (c)  The Employees Retirement System of Texas or the Teacher
   1-16  Retirement System of Texas, as applicable, shall:
   1-17              (1)  recompute any annuity for which an annuitant takes
   1-18  action authorized by Subsection (b) of this section;
   1-19              (2)  begin payment of the recomputed annuity with the
   1-20  first payment that becomes due after the recomputation; and
   1-21              (3)  make any necessary transfers of money as provided
   1-22  by Chapter 805, Government Code.
   1-23        SECTION 2.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended,
    2-4  and that this Act take effect and be in force from and after its
    2-5  passage, and it is so enacted.
