                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a school uniform pilot program.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Subchapter Z, Chapter 21, Education Code, is
    1-5  amended by adding Section 21.940 to read as follows:
    1-6        Sec. 21.940.  SCHOOL UNIFORM PILOT PROGRAM.  (a)  The board
    1-7  of trustees of a school district with 185,000 or more students in
    1-8  average daily attendance shall establish a school uniform pilot
    1-9  program.
   1-10        (b)  The board shall select schools to participate in the
   1-11  program from among schools that volunteer.  The board may limit the
   1-12  number of schools that participate in the program but shall select
   1-13  schools so that all grade levels in the district are represented.
   1-14        (c)  Each school participating in the program shall choose a
   1-15  school uniform that satisfies the district dress code.  Each
   1-16  student attending the school shall wear the uniform.
   1-17        (d)  The board shall adopt rules necessary to implement the
   1-18  program, including rules for selecting schools to participate in
   1-19  the program and for applying to participate.
   1-20        (e)  The board shall implement the program at the beginning
   1-21  of the 1996-1997 school year.  This section expires September 1,
   1-22  1999.
   1-23        SECTION 2.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended,
    2-4  and that this Act take effect and be in force from and after its
    2-5  passage, and it is so enacted.
