    1-1                                AN ACT
    1-2  relating to violation of speed limits required by federal law.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article XIX, Uniform Act Regulating Traffic on
    1-5  Highways (Article 6701d, Vernon's Texas Civil Statutes), is amended
    1-6  by adding Section 169C to read as follows:
    1-7        Sec. 169C.  FUEL CONSERVATION SPEED LIMIT.  If a person
    1-8  violates a maximum prima facie speed limit imposed under Section
    1-9  169B of this Act and the person was not traveling at a speed, as
   1-10  alleged in the citation if not contested by the person or as
   1-11  alleged in the complaint and found by the court, that is greater
   1-12  than the maximum prima facie speed limit for the location that has
   1-13  been established under this Act, other than under Section 169B,
   1-14  information in the custody of the department concerning the
   1-15  violation is confidential.  The department may not release the
   1-16  information to any person or to another state governmental entity.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
