                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the enforcement of the limitation on the amount that
    1-3  certain municipalities may retain from amounts collected for
    1-4  traffic violations.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 144, Uniform Act Regulating Traffic on
    1-7  Highways (Article 6701d, Vernon's Texas Civil Statutes), is amended
    1-8  by adding Subsections (f) and (g) to read as follows:
    1-9        (f)  A municipality retaining amounts under Subsection (b)
   1-10  shall provide to the state treasurer not later than the 120th day
   1-11  after the last day of the municipality's fiscal year:
   1-12              (1)  a copy of its financial statement prepared for
   1-13  that fiscal year and filed as required by Chapter 103, Local
   1-14  Government Code; and
   1-15              (2)  a report that indicates the total amount collected
   1-16  for that fiscal year under Subsection (b).
   1-17        (g)  The treasurer shall enforce the limitation on the amount
   1-18  a municipality may retain under Subsection (b).
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
