A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to participation of certain AFDC recipients in the job
1-3 opportunities and basic skills (JOBS) training program.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Subchapter A, Chapter 31, Human Resources Code,
1-6 is amended by adding Section 31.0123 to read as follows:
1-7 Sec. 31.0123. EXEMPTION FROM JOBS TRAINING PROGRAM. The
1-8 department, in accordance with federal law governing the job
1-9 opportunities and basic skills (JOBS) training program under Part
1-10 F, Subchapter IV, Social Security Act (42 U.S.C. Section 682),
1-11 shall exempt a caretaker of a dependent child younger than two
1-12 years of age from participation in a JOBS component required by the
1-13 department.
1-14 SECTION 2. This Act takes effect September 1, 1995, and
1-15 applies only to a person who receives financial assistance under
1-16 Chapter 31, Human Resources Code, on or after that date, regardless
1-17 of the date on which eligibility for that assistance was
1-18 determined.
1-19 SECTION 3. The importance of this legislation and the
1-20 crowded condition of the calendars in both houses create an
1-21 emergency and an imperative public necessity that the
1-22 constitutional rule requiring bills to be read on three several
1-23 days in each house be suspended, and this rule is hereby suspended.
