No. 1053 1-2 (In the Senate - Received from the House May 15, 1995; 1-3 May 16, 1995, read first time and referred to Committee on Health 1-4 and Human Services; May 19, 1995, reported favorably by the 1-5 following vote: Yeas 8, Nays 0; May 19, 1995, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to funding for victims of family violence. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Chapter 51, Human Resources Code, is amended by 1-11 adding Section 51.0051 to read as follows: 1-12 Sec. 51.0051. MAXIMIZING FEDERAL FUNDING FOR PROGRAMS TO 1-13 BENEFIT VICTIMS OF FAMILY VIOLENCE. To maximize the state's 1-14 receipt of federal matching funds for emergency assistance under 1-15 Part A of Title IV of the federal Social Security Act (42 U.S.C. 1-16 Section 601 et seq.), the department shall: 1-17 (1) ensure that a contract made under Section 51.003 1-18 includes provisions necessary to maximize federal funding for 1-19 services for victims of family violence; 1-20 (2) file amendments to the state's plan for aid and 1-21 services to needy families with children under Part A of Title IV 1-22 of the federal Social Security Act (42 U.S.C. Section 601 et seq.) 1-23 that are necessary to maximize federal funding; and 1-24 (3) establish by rule any reporting procedures that 1-25 federal law requires as a condition of receiving federal matching 1-26 funds. 1-27 SECTION 2. This Act takes effect September 1, 1995. 1-28 SECTION 3. The importance of this legislation and the 1-29 crowded condition of the calendars in both houses create an 1-30 emergency and an imperative public necessity that the 1-31 constitutional rule requiring bills to be read on three several 1-32 days in each house be suspended, and this rule is hereby suspended. 1-33 * * * * *
