                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to tuition and fees at a public institution of higher
    1-3  education for a nonresident student holding a competitive academic
    1-4  scholarship.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 54.064, Education Code, is repealed.
    1-7        SECTION 2.  (a)  The change in law made by this Act applies
    1-8  beginning with fees and charges due for the fall semester of 1995.
    1-9        (b)  A nonresident student who paid the fees and charges
   1-10  required of Texas residents under Section 54.064, Education Code,
   1-11  before the effective date of this Act remains eligible to pay the
   1-12  fees and charges required of Texas residents under that section in
   1-13  a term or semester in which the student meets the requirements of
   1-14  that section as it existed on January 1, 1995, until the date the
   1-15  student completes or withdraws from the degree program in which the
   1-16  student was enrolled on the effective date of this Act.
   1-17        SECTION 3.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
