                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the establishment and operation of a branch academic
    1-3  health center in Webb County as part of The University of Texas
    1-4  Health Science Center at San Antonio.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Subchapter D, Chapter 74, Education Code, is
    1-7  amended by adding Section 74.156 to read as follows:
    1-8        Sec. 74.156.  WEBB COUNTY ACADEMIC HEALTH CENTER.  (a)  The
    1-9  board of regents may establish an academic health center in Webb
   1-10  County to be operated as part of The University of Texas Health
   1-11  Science Center at San Antonio.   The board may execute and carry
   1-12  out affiliation or coordination agreements with any other entity or
   1-13  institution to establish or to participate in the establishment or
   1-14  operation of the academic health center.
   1-15        (b)  The academic health center may be used to provide any
   1-16  levels of medical or health education the board determines
   1-17  appropriate, including undergraduate clinical education, graduate
   1-18  education, or residency training programs.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
