                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to expansion of the JOBS program to assist teenagers.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  TEEN-JOBS PILOT PROGRAM.  (a)  Using funds
    1-5  available from the job opportunities and basic skills training
    1-6  program (JOBS) (Subchapter IV, Social Security Act (42 U.S.C.
    1-7  Section 682)), the Central Education Agency, in conjunction with
    1-8  the Texas Department of Human Services and the comptroller, shall
    1-9  select not fewer than four school districts or areas within school
   1-10  districts in which to establish pilot programs designed to
   1-11  encourage teenage parents to stay in school.
   1-12        (b)  Services in the program may include the parenting
   1-13  program services provided under Section 21.114, Education Code,
   1-14  child care, transportation, tutorial services, guidance and
   1-15  counseling services, career counseling, mentor programs, and
   1-16  on-the-job training based on the unique needs of participants and
   1-17  the local labor market.
   1-18        (c)  The agency shall report to the governor and the 75th
   1-19  Legislature regarding the effectiveness of this program.
   1-20        (d)  This Act expires January 1, 1999.
   1-21        SECTION 2.  EMERGENCY.  The importance of this legislation
   1-22  and the crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
