Section 1, Article III, Chapter 7, Acts of the 6-2 72nd Legislature, 2nd Called Session, 1991, is amended by adding 6-3 Subsection (d) to read as follows: 6-4 (d) In this Act, "block group" means all the blocks in a 6-5 tract or BNA that have the same first digit, according to the 6-6 Redistricting Map Data Base for the State of Texas described by 6-7 Subsection (a) of this section. A block group is designated by the 6-8 common first digit of all the blocks in the block group. For 6-9 example, blocks numbered 301, 342A, 342B, and 399Z located in a 6-10 single tract would all belong to the block group 3 for that tract, 6-11 and all the blocks in that tract beginning with a 3 would 6-12 constitute block group 3. 6-13 SECTION 3. (a) The changes made by this Act apply to the 6-14 election of the members of the Texas congressional delegation 6-15 beginning with the general election in 1996 for members of the 6-16 105th Congress. 6-17 (b) The changes made by this Act do not affect the 6-18 membership or districts of the Texas congressional delegation to 6-19 the 104th Congress. If a vacancy occurs in the office of a member 6-20 of the United States House of Representatives of the 105th Congress 6-21 elected from Texas and a special election is held to fill the 6-22 vacancy, the election shall be held in the district as it existed 6-23 when the vacating member was elected. 6-24 SECTION 4. The importance of this legislation and the 6-25 crowded condition of the calendars in both houses create an 6-26 emergency and an imperative public necessity that the 6-27 constitutional rule requiring bills to be read on three several 7-1 days in each house be suspended, and this rule is hereby suspended, 7-2 and that this Act take effect and be in force from and after its 7-3 passage, and it is so enacted.
