                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the sale of copies of the permanent journals of each
    1-3  house of the legislature.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 301.007, Government Code, is amended by
    1-6  adding Subsection (c) to read as follows:
    1-7        (c)  The employee designated to distribute the journal of a
    1-8  house of the legislature shall provide for the sale to the public
    1-9  of copies of the permanent bound volumes of the journal. The
   1-10  officer may require a person desiring to purchase the bound volumes
   1-11  of the journal to place an order for those volumes before the
   1-12  volumes are printed and may require the purchaser to pay in advance
   1-13  for volumes ordered.  The employee shall charge a person placing an
   1-14  order for copies of the bound volumes an amount equal to the cost
   1-15  of printing the volumes ordered plus an additional amount equal to
   1-16  one-fourth of the cost of printing to cover the costs of
   1-17  administering this subsection. Revenue from the sale of
   1-18  subscriptions collected in excess of the total costs incurred in
   1-19  administering this subsection shall be deposited in the state
   1-20  treasury to the credit of the expense fund of the appropriate house
   1-21  of the legislature.
   1-22        SECTION 2.  This Act takes effect January 1, 1996.
   1-23        SECTION 3.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
