                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to providing for subscriptions to the daily journals of
    1-3  each house of the legislature.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 301.007, Government Code, is amended by
    1-6  adding Subsection (c) to read as follows:
    1-7        (c)  The employee designated to distribute the journal of a
    1-8  house of the legislature shall provide for the sale of copies of
    1-9  the daily journal to the public by subscription.  The employee
   1-10  shall require a person subscribing to the journal to pay in advance
   1-11  for the subscription.  The employee shall charge for a subscription
   1-12  an amount equal to the cost of printing plus an additional amount
   1-13  equal to one-fourth of the cost of printing to cover the remaining
   1-14  costs of administering this subsection, including mailing costs.
   1-15  Revenue from the sale of subscriptions collected in excess of the
   1-16  total costs incurred in administering this subsection shall be
   1-17  deposited in the state treasury to the credit of the expense fund
   1-18  of the appropriate house of the legislature.
   1-19        SECTION 2.  This Act takes effect January 1, 1996.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended.
