1-1 AN ACT
1-2 relating to the composition of certain state representative
1-3 districts.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 21 and 22, Article II, Chapter 2, Acts
1-6 of the 72nd Legislature, 3rd Called Session, 1992, are revised to
1-7 read as follows:
1-8 Sec. 21. District 21 is composed of Jefferson County tracts
1-9 0001.01, 0001.02, 0002, 0003.01, 0003.02, 0003.04, 0003.05,
1-10 0003.06, 0013.02, 0066.99, 0071, 0104, 0105, 0106, 0110.01,
1-11 0110.02, 0111.01, 0113, 0114, 0115, 0116, and 0116.99; and that

4-21 SECTION 2. Section 1, Article III, Chapter 2, Acts of the
4-22 72nd Legislature, 3rd Called Session, 1992, is amended by adding
4-23 Subsection (d) to read as follows:
4-24 (d) In this Act, "block group" means all the blocks in a
4-25 tract or BNA that have the same first digit, according to the
4-26 Redistricting Map Data Base for the State of Texas described by
4-27 Subsection (a) of this section. A block group is designated by the
5-1 common first digit of all the blocks in the block group. For
5-2 example, blocks numbered 301, 342A, 342B, and 399Z located in a
5-3 single tract would all belong to the block group 3 for that tract,
5-4 and all the blocks in that tract beginning with a 3 would
5-5 constitute block group 3.
5-6 SECTION 3. (a) The changes made by this Act apply to the
5-7 election of the members of the Texas House of Representatives
5-8 beginning with the general election in 1996 for members of the 75th
5-9 Legislature.
5-10 (b) The changes made by this Act do not affect the
5-11 membership or districts of the Texas House of Representatives of
5-12 the 74th Legislature. If a vacancy occurs in the office of a
5-13 member of the Texas House of Representatives of the 74th
5-14 Legislature and a special election is held to fill the vacancy, the
5-15 election shall be held in the district as it existed when the
5-16 vacating member was elected.
5-17 SECTION 4. The importance of this legislation and the
5-18 crowded condition of the calendars in both houses create an
5-19 emergency and an imperative public necessity that the
5-20 constitutional rule requiring bills to be read on three several
5-21 days in each house be suspended, and this rule is hereby suspended,
5-22 and that this Act take effect and be in force from and after its
5-23 passage, and it is so enacted.
