    1-2  relating to the composition of certain state representative
    1-3  districts.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Sections 52 and 53, Article II, Chapter 2, Acts
    1-6  of the 72nd Legislature, 3rd Called Session, 1992, are revised to
    1-7  read as follows:
    1-8        Sec. 52.  District 52 is composed of Williamson County tracts
    1-9  0201.01, 0201.02, 0203.08, 0204.01, 0204.02, 0204.03, 0204.04,
   1-10  0204.05, 0205.01, 0205.02, 0205.03, 0205.04, 0206.01, 0206.02,
   1-11  0207.01, 0207.02, 0207.03, 0208.98, 0209, 0210, 0211, 0212.01,

   2-13  and that part of Williamson County tract 0201.03 included in block
   2-14  group 2 and blocks 304, 305, 306, 307, and 308; and that part of
   2-15  Williamson County tract 0201.04 included in block group 1; and that
   2-16  part of Williamson County tract 0202 included in block groups 2, 3,
   2-17  4, and blocks 104, 105, 106, 107, 108, 109, 110, 111, 112A, 112B,
   2-18  113, 114, 115, 116, 117, 118, 119, 120, 121, 122, 123, 124, 125,

    3-6        SECTION 2.  Section 1, Article III, Chapter 2, Acts of the
    3-7  72nd Legislature, 3rd Called Session, 1992, is amended by adding
    3-8  Subsection (d) to read as follows:
    3-9        (d)  In this Act, "block group" means all the blocks in a
   3-10  tract or BNA that have the same first digit, according to the
   3-11  Redistricting Map Data Base for the State of Texas described by
   3-12  Subsection (a) of this section.  A block group is designated by the
   3-13  common first digit of all the blocks in the block group.  For
   3-14  example, blocks numbered 301, 342A, 342B, and 399Z located in a
   3-15  single tract would all belong to the block group 3 for that tract,
   3-16  and all the blocks in that tract beginning with a 3 would
   3-17  constitute block group 3.
   3-18        SECTION 3.  (a)  The changes made by this Act apply to the
   3-19  election of the members of the Texas House of Representatives
   3-20  beginning with the general election in 1996 for members of the 75th
   3-21  Legislature.
   3-22        (b)  The changes made by this Act do not affect the
   3-23  membership or districts of the Texas House of Representatives of
   3-24  the 74th Legislature.  If a vacancy occurs in the office of a
   3-25  member of the Texas House of Representatives of the 74th
   3-26  Legislature and a special election is held to fill the vacancy, the
   3-27  election shall be held in the district as it existed when the
    4-1  vacating member was elected.
    4-2        SECTION 4.  The importance of this legislation and the
    4-3  crowded condition of the calendars in both houses create an
    4-4  emergency and an imperative public necessity that the
    4-5  constitutional rule requiring bills to be read on three several
    4-6  days in each house be suspended, and this rule is hereby suspended,
    4-7  and that this Act take effect and be in force from and after its
    4-8  passage, and it is so enacted.
