Sections 52 and 53, Article II, Chapter 2, Acts 1-6 of the 72nd Legislature, 3rd Called Session, 1992, are revised to 1-7 read as follows: 1-8 Sec. 52. Section 1, Article III, Chapter 2, Acts of the 2-23 72nd Legislature, 3rd Called Session, 1992, is amended by adding 2-24 Subsection (d) to read as follows: 2-25 (d) In this Act, "block group" means all the blocks in a 2-26 tract or BNA that have the same first digit, according to the 2-27 Redistricting Map Data Base for the State of Texas described by 3-1 Subsection (a) of this section. A block group is designated by the 3-2 common first digit of all the blocks in the block group. For 3-3 example, blocks numbered 301, 342A, 342B, and 399Z located in a 3-4 single tract would all belong to the block group 3 for that tract, 3-5 and all the blocks in that tract beginning with a 3 would 3-6 constitute block group 3. 3-7 SECTION 3. (a) The changes made by this Act apply to the 3-8 election of the members of the Texas House of Representatives 3-9 beginning with the general election in 1996 for members of the 75th 3-10 Legislature. 3-11 (b) The changes made by this Act do not affect the 3-12 membership or districts of the Texas House of Representatives of 3-13 the 74th Legislature. If a vacancy occurs in the office of a 3-14 member of the Texas House of Representatives of the 74th 3-15 Legislature and a special election is held to fill the vacancy, the 3-16 election shall be held in the district as it existed when the 3-17 vacating member was elected. 3-18 SECTION 4. The importance of this legislation and the 3-19 crowded condition of the calendars in both houses create an 3-20 emergency and an imperative public necessity that the 3-21 constitutional rule requiring bills to be read on three several 3-22 days in each house be suspended, and this rule is hereby suspended, 3-23 and that this Act take effect and be in force from and after its 3-24 passage, and it is so enacted.
