                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the staffing of certain emergency medical services
    1-3  vehicles.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Effective September 1, 2000, Section 773.050(a),
    1-6  Health and Safety Code, is amended to read as follows:
    1-7        (a)  Each basic life-support emergency medical services
    1-8  vehicle when in service must be staffed by at least two individuals
    1-9  certified as emergency medical technicians <care attendants> or
   1-10  certified at a higher level of training.  This subsection shall not
   1-11  apply to counties that rely entirely on an all-volunteer emergency
   1-12  medical services staff.  This subsection does not apply to a county
   1-13  with a population of less than 75,000.  This subsection does not
   1-14  apply to a medically underserved area.
   1-15        SECTION 2.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended.
