                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requirements for certain political subdivisions that
    1-3  acquire real property held in trust.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 280, Local Government Code, is amended by
    1-6  adding Section 280.002 to read as follows:
    1-7        Sec. 280.002.  ACQUIRING LAND HELD IN TRUST.  (a)  A
    1-8  municipality or county may not purchase real property held in trust
    1-9  until the trustee submits to the governing body of the municipality
   1-10  or county a copy of the trust agreement identifying the true owner
   1-11  of the property.
   1-12        (b)  A conveyance of property by a trustee is void if a
   1-13  municipality or county fails to comply with Subsection (a).
   1-14        (c)  A trust agreement submitted to the governing body of the
   1-15  municipality or county under this section is confidential
   1-16  information excepted from the requirements of Section 552.021,
   1-17  Government Code.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
