                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the determination of the electrical load of an oil or
    1-3  gas field or lease.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Article VI, Public Utility Regulatory Act
    1-6  (Article 1446c, Vernon's Texas Civil Statutes), is amended by
    1-7  adding Section 46A to read as follows:
    1-8        Sec. 46A.  Notwithstanding any other provision of this Act,
    1-9  in determining the customer class and corresponding rate applicable
   1-10  to the provision of electricity to an oil or gas field or lease,
   1-11  the field's or lease's electrical load is determined on a field or
   1-12  lease basis regardless of the number of meters located in the field
   1-13  or on the lease.
   1-14        SECTION 2.  This Act takes effect September 1, 1995.
   1-15        SECTION 3.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended.
