                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the fee for the university center at Texas Tech
    1-3  University.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 54.524(a), Education Code, is amended to
    1-6  read as follows:
    1-7        (a)  The board of regents of Texas Tech University may levy a
    1-8  regular fixed student fee not to exceed $50 <$20> per student for
    1-9  each semester of the long session and not to exceed $25 <$10> per
   1-10  student for each term of the summer session, or any fractional part
   1-11  thereof, as may in their discretion be just and necessary for the
   1-12  sole purpose of operating, maintaining, and improving the
   1-13  University Center.  The amount of the fee may be changed at any
   1-14  time within the limits specified in order to provide sufficient
   1-15  funds to support the center, but any increase in the <initial> fee
   1-16  of more than 10 percent from one academic year to the next must be
   1-17  approved by a majority vote of those students participating in a
   1-18  general election called for that purpose or by a majority vote of
   1-19  the student government.
   1-20        SECTION 2.  This Act applies beginning with fees due for the
   1-21  fall semester of 1995.
   1-22        SECTION 3.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
